Fast Track Permitting System
The City of Temecula is fully committed to providing excellent, expeditious, and clear guidance throughout your development process. Whether it is gaining entitlements, grading permits, or building permits, we are dedicated in providing you outstanding service. Here at the City, we understand that Time is Money! We are constantly improving our internal and external processes through the Six Sigma process of: Define-Measure-Analyze-Improve-Control. Below lists a few of our process highlights followed by a timeline of the general development process:
Entitlement Process:
- Two-week Pre-Application review process (no fees required)
- 3-2-1 Process: Three-week review of initial formal submittal, two-week review of resubmittals, one-week condition of approval preparation
- Public Hearings are scheduled approximately five weeks from hearing date
Grading Plan Process:
- No appointment needed for plan submittal
- Five-week total City review process (from complete submittal to mylar approval)
Construction Process (consisting of building and fire permits):
- 10-12 business days for initial review period
- 5-7 business days for resubmittal review period
- Inspections within 24-48 hours of request
Our goal is to facilitate the development process which will meet the needs of the development community and the City of Temecula. This objective will be accomplished through the establishment of a partnership between the applicants and City of Temecula staff. Low cost business registration fee
Temecula has a low-cost registration fee of only $35.00/year. Many cities base their business license fees on gross receipts or number of employees.
No utility use tax
There is no utility tax including electric, telephone, cellular, gas, and water for businesses located in Temecula.

Industrial Development Bonds (IDBs)
IDBs are tax-exempt securities issued by a governmental entity to provide money for the acquisition, construction, rehabilitation and equipping of manufacturing and processing facilities for private companies. IDBs can be issued by the I-Bank, local Industrial Development Authorities, or by Joint Powers Authorities.

Business Retention Program
Temecula’s Business Retention Program includes site visitations to local businesses on a regular basis. City and Temecula Chamber representatives meet with businesses and learn more about the company and it also provides an opportunity for the committee to respond to any questions the company may have. Information on labor/education needs and available training programs that can be utilized as well as business issues relating to city services, permits and city programs are discussed.

First Time Homebuyers Program
